Why do you think is the advice of the Council of Ministers binding on the President? Give your answer in not more than 100 words.
The advice of the Council of Ministers is binding on the President because:

  1. The President is the formal head of the government in a parliamentary system.
  2. Article 74(1) states that there will be a council of ministers as a head to aid and advise the President.
  3. President will act in accordance with such advice by the council.
  4. After reconsideration, the President will act in accordance with the advice.
